Report to Redevelopment Agency Board regarding Housing Aggregation Finding <br />December 18, 2001 <br />Page 2 of 2 <br />Assistance Programs, which have been used in the new housing developments located in the <br />Northwest and East portions of the City, census tract 70 & 66. <br />In order to support a finding that aggregating new or substantially rehabilitated affordable <br />housing units developed in one or more project areas does not cause or exacerbate racial or <br />ethnic segregation, 1980 and 1990 census tract information regarding the racial and ethnic make- <br />up of census tracts in the City of Colton was reviewed. Census data for 2000 is not yet available. <br />This data is attached in tabular form as Attachment A. <br />The census tract information for the eight tracts constituting the City of Colton shows that in the <br />City as a whole, there has historically been a significant Hispanic presence. The four tracts in <br />which the new or substantially rehabilitated affordable housing units have been constructed show <br />a significant Hispanic population, with the exception of tract 71, which shows a predominantly <br />Non -Hispanic population. Based on the trends demonstrated by the Census Tract data and the <br />A"ency's investment of its low -to -moderate income resources, the Agency is not causing or <br />exacerbating racial or ethnic segregation. <br />Consistency with Redevelopment Implementation Plan <br />Section 4.4.1 of the Agency's Implementation Plan indicates that the Agency proposes to make a <br />finding to aggregate new or substantially rehabilitated affordable housing units developed in ohe <br />or more project areas. <br />Financial Impact <br />N/A <br />Recommendation <br />Approve Resolution No. 794 which make a finding that aggregating new or substantially <br />rehabilitated low -to -moderate income housing developed in one or more project areas in the City <br />does not cause racial or ethnic segregation. <br />Attachments <br />Census Tract Breakdown by Population and Race Tabulation <br />Resolution No. 794 <br />REVIEW TEAM ONLY <br />t� .( <br />City Attorney: Finance Director: <br />Executive Director Agency Special Co�n'sel: <br />G \ShareRDA\Meetings\2001 Meet ings\RD A.
