CM Mitchell announced that they would recuse themselves from discussion of Item No. 16 due <br />to Conflict of Interest as he owns property within 500 yards of the project. <br />(19) QUA/Extraterritorial Wastewater Service Agreement - Approve Agreement to provide <br />Extraterritorial Wastewater Services to City of Rialto. <br />Water/Wastewater Director Fraser provided an overview of the agenda report. City Attorney <br />Derleth was asked to clarify comments on the first paragraph regarding the transporting and not <br />treating or disposal of solid wastes. Director Fraser explained that the points were in the <br />agreement, City Attorney Derleth further clarified that this was in the agreement but not on the <br />report and wanted this stated for clarification. <br />Motion/second by CM Chastain/Ramos to approve Consent Calendar Items No. (s) 4 thru 19, <br />pulling Item 14 and 15 and continued to August 3, 2004. Motion carried with Mayor Bennett <br />absent and CM Mitchell abstaining from Item No. 16 due to conflict. <br />(4) Minutes — Approval of Minutes for City Council Regular Meeting held 7/6/04 on file in <br />the Office of the City Clerk. <br />(5) Warrants — Approved Payable Warrants #64906 to #65050, Dated 5/13/04, Totaling <br />$771,360.67; Payable Warrants #65051 to #65202, Dated 5/20/04, Totaling <br />$925,990.85; Payable Warrants #65203 to #65334, Dated 5/27/04, Totaling <br />$699,882.93; and Payroll Disbursement for 7/2/04. <br />(6) Person nel/Police Department — Approved request for the reclassification of three Police <br />Clerk 11 Positions to Senior Clerk Positions within the Police Department to facilitate the <br />department's reorganization plans. <br />(7) Person nel/Police Department — Approved request to create a part-time Custodian <br />position in the Police Department and to continuously recruit and appoint a part-time <br />Custodian position, as needed, in the Police Department. <br />(8) Personnel/Police Department - Approved request from the Police Department to <br />increase the number of part-time Police Stenographers from four positions to five <br />positions; and open continuous recruitment and appoint part-time Police <br />Stenographer positions as needed. <br />(9) Award of Contract/Wondries Fleet Group — Approved and adopt a resolution to <br />appropriate funds for the purchase of two Ford F-1 50 trucks for the Police Department <br />and Community Development Department; and one 1 -Ton Chevrolet Van for the Police <br />Department in account 214-7000-7011-4910 from the AQMD funds (214) fund balance <br />account and award a contract for the purchase of two Ford F-1 50 trucks and one 1 -Ton <br />Chevrolet Van to Wondries Fleet Division in an amount Not -to -Exceed $96,000, <br />RESOLUTION NO. R-81-04. <br />(10) Permit/United Pentecostal Church of Colton - Approved Fleming Park facility <br />reservation on Saturday, August 28, 2004, from 2:GO p.m. to 10:00 p.m. for the <br />United Pentecostal Church of Colton, Community Outreach. <br />2004 JULY 20 REG CC/RDA/CUA MEETING -6- <br />
