INFORMATIONAL ITEM: <br />Global Warmina Pollution <br />Mayor Bennett presented a request for letter of support regarding the Reduction of Global <br />Warming Pollution. <br />Council expressed concerns as League of California had recommended that Cities remain <br />neutral on the issue. City Manager Parrish suggested that a procedure be established that the <br />City would not support unless recommended by League of California. Members concurred with <br />City Manager Parrish supporting a policy to discern responding to requests for support by <br />organizations. Mayor Bennett explained that this letter was representing support as Mayor and <br />not as the Council and asked if any members state if they opposed. CM Mitchell opposed. <br />BOARDS AND COMMISSIONS: <br />Appointments — Pursuant to MC§ Section 2.30.030 — Manner of Appointment <br />District 5 — CM Mitchell presented for ratification the appointment of Jake Ryan Magnant to the <br />Historic Preservation Commission. <br />Motion/second by CM Hernandez/Zamora to ratify the appointment of Jake Ryan Magnant to <br />the Historic Preservation Commission. No opposition to the motion. <br />AGENDA REVIEW: City Manager. <br />City Manager Parrish presented Consent Calendar Item No. (s) 3 through 18 for approval with <br />clarification to Item No. 6 regarding Planning Assistant Position, as the request is to establish an <br />eligibility list and not to make an appointment as stated in the agenda report, and pulling Item <br />No. 14 for discussion. <br />Motion/second by CM De La Rosa/Ramos to approve consent calendar Item(s) 3 through 18. <br />Pulling Item 14 for separate vote and change Item 6 to recommend that request for Planning <br />Assistant was to establish an eligibility list and not employee employment stated in Agenda <br />Report. Unanimous vote. <br />(14) Restricting Parking — Approve and Adopt a Resolution Restricting Parking during Hours <br />of Street Sweeping Operations on certain Streets (south of Cooley Lane and north of <br />Cooley Drive), RESOLUTION NO. R-103-04. <br />Council expressed concerns with the issuance of tickets. Police Chief Rulon explained the <br />process and implementation time department will assign to an officer to follow sweeper. CM <br />Parrish asked if program expanded citywide, what kind of logistical problems would arise. City <br />Engineer Jakher responded. <br />Motion/second by CM Mitchell/Ramos to pull the item until responses from residence in District <br />5 received. CM Chastain continued discussion regarding concerns about finding a perfect <br />solution or monies to support this item, and the importance of putting the City first.
