Land Use Designation <br />This was the time and place fixed to consider environmental assessment and specific plan <br />amendment to change the land use designation from "community retail" to "residential -single <br />family" for 26 parcels located in the West Valley Specific Plan Area in an area bounded by <br />Rancho Avenue, Pennsylvania Avenue, "J" Street and the alley south of Valley Boulevard. <br />Mayor Bennett declared the Public Hearing "Open". <br />City Clerk Barrera said the Notice to Continue the Public Hearing was on file in the City Clerk's <br />Office and stated that no protests or objections were received. <br />Community Development Director Zamora presented for Council consideration and approval of <br />staff's recommendation. <br />PUBLIC COMMENT: <br />Elena Labastida, property owner, vacant land in the proposed area, spoke on behalf of zoning <br />change and has photo's of five owners who signed petition in favor of staff's recommendation. <br />Motion/second by CM Ramos/Chastain to terminate Public Hearing. Motion carried with CM <br />Hernandez/De La Rosa absent. <br />Motion/second by CM Ramos/Chastain to approve and adopt RESOLUTION NO. R-27-04. <br />Motion carried with CM Hernandez/De La Rosa absent. <br />Sale of Surplus Property <br />This was the time and place fixed to consider declaring intent to sell the Tiger Rescue property <br />located at 1350 & 1370 Agua Mansa Road (Assessor Parcel Nos. 0260-072-15 & 16). <br />Mayor Bennett declared the Public Hearing "Open". <br />City Clerk Barrera said the Affidavit of Publication was on file in the City Clerk's Office and <br />stated that no protests or objections were received. <br />Assistant City Manager Holliman presented for Council consideration and approval of staff's <br />recommendation. <br />PUBLIC COMMENT: <br />None. <br />Motion/second by CM Zamora/Ramos to terminate Public Hearing. <br />CM Mitchell suggested that Council should consider looking into having a realtor for consultant <br />purposes on items that dealt with real property negotiatons. <br />Vote: Motion carried with CM Hernandez/De La Rosa absent. <br />2004 APR 06 REG CC/RDA/CUA MEETING - 4 - <br />
