POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />MAY 4, 2004. <br />Mayor Bennett asked the members present if there were any agenda items that were a conflict <br />of interest pursuant to CMC Section 2.04.030. None disclosed. <br />CEREMONIAL MATTERS: <br />Presentations, Awards, Proclamations <br />✓ Proclamation CM Hernandez read and presented a proclamation "National Day of <br />Prayer" to Pastor Bob Johnson. <br />✓ Proclamation CM De La Rosa read and presented a proclamation on "National Police <br />Memorial Week" to Police Chief Rulon <br />✓ Proclamation Mayor Bennett read and presented a proclamation on "National Child <br />Safety Day" to Police Chief Rulon. <br />ORDINANCES: <br />Second Readings: <br />Mayor Bennett announced that they would now move onto the second reading of various <br />ordinances related to SB 1045, which extend the life of redevelopment plans by one year; and <br />ordinances related to SB 211, which eliminate the date to incur debt for redevelopment plans. <br />(1) Waive Full Reading and Pass Second Reading of an Ordinance Repealing Ordinance 0- <br />04-04 and Ordinances Extending Redevelopment Plan Time Limits Pursuant to SB1045 <br />for Santa Ana River, Cooley Ranch, Mt. Vernon, West Valley, West Valley Amendment, <br />Rancho Mill, Downtown I, and Downtown Il, ORDINANCE NOS. 0-08-04, 0-09-04, 0- <br />10-04, 0-11-04, 0-12-04, 0-13-04, 0-14-04, 0-15-04, and 0-16-04. <br />Mayor Bennett announced record should reflect that all members of the City Council, the <br />Redevelopment Agency and key staff are present, with the exception of CM Zamora who is <br />absent. <br />Mayor Bennett explained that with the heightened awareness of conflict of interest issues, legal <br />council has suggested that separate ordinances be adopted for each of the redevelopment <br />plans. Therefore, during the reading of the next nine (9) ordinances, you will see council <br />members be excused as the ordinance that affects redevelopment plans in which they are <br />potentially in conflict with is read and voted upon. <br />Ordinance 0-08-04 <br />Mayor Bennett announced that at this time all council members would remain at the dais to vote <br />on Ordinance 0-08-04 which will repeal Ordinance No. 0-04-04. <br />Waive Full Reading and Pass Second Reading of an Ordinance repealing 0-04-04 relating to <br />time extensions to RDA Project Area ORDINANCE NO. 0-08-04. <br />2004 MAY 04 REG CC/RDA/CUA MEETING - 3 - <br />
