perform the duties and responsibilities. Review of the solid waste rates are set, therefore, should not
be reviewed by the Utilities Commission. Quality of the meetings relates to the frequency of the
meetings. Recommended change of meeting schedule is fine until the commission responsibilities
and duties are re-evaluated. Need to look at the quality that the commission produces and does it
make a difference. Commission not kept in the loop. Previously look at all contracts and now staff
makes the administrative action. Need to see who is to oversee the budget and who is in charge of
the analysis of the budget. Commission recommendations are not acknowledged, receive feed back
from council, or appreciated.
Recreation & Parks Commission
Continue to meet as set by ordinance. Change of meeting session to every other month will
still allow the commission to perform the duties and responsibilities.
Planning Commission
Continue to meet as set by ordinance. Planning Commission has an active agenda and a
change to the meeting schedule would affect the business projects from going forward timely.
Decrease meeting schedule will cause to lose new developers. Frequent change of meeting venue
to the community center does not support the number of audience in attendance.
CFD Commission
Staff should not take over the duties of the commission. The initial need for commission and
duties have been completed and it is a debt service as all the projects have been built out and the
LLMD has changed and no longer necessary for CFD to oversee. Duties and responsibilities should
combine with Utilities Commission as they both deal with rates. Need to change/update
responsibilities and duties.
Historic Preservation Commission
Continue to meet as set by ordinance. Council is committed to support an active preservation
program and reducing the time to meet may cause the loss of historical sites. Change of meeting
session will still allow the commission to perform the duties and responsibilities. Commission does
not get sufficient Council support.
Mobile Home Rent Review Commission
There is a need to evaluate continued
Planning Commission.
need of commission. Recommended change to
Library Board
Commission should promote community participation
Discussion with a consensus with no change in the meeting schedule nor change in the make up of
the boards/commissions and motion/second CM Suchil/Mayor Bennett to have Council and staff
meet with the commissioner(s) representatives. Motion carried with CM De La Rosa voting NO.
ADJOURNMENT:
At 12:00 P.M. Mayor Bennett declared the Special Meeting adjourned.
Olivia R. Flores
Chief Deputy City Clerk
