SPECIAL MEETING OF THE CITY COUNCIUREDEVELOPMENT AGENCY/COLTON UTILITY <br />AUTHORITY OF THE CITY OF COLTON <br />September 13, 2005 <br />A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the City of <br />Colton was held at 5:15 p.m., on the above -given date in the Council Chambers of City Hall, located <br />at 650 North La Cadena Drive, Colton, California Mayor Bennett presiding. Notice of Special <br />Meeting was given on September 8, 2005, in compliance with Government Code Section 54956. <br />ROLL CALL CITY COUNCIL: <br />Councilmembers present were Suchil, Mitchell, Ramos, (appeared at 5:46 p.m.) Chastain (appeared <br />at 6:15 p.m.), Hernandez, and Mayor Bennett. Also present were City Manager Parrish and City <br />Clerk Barrera. Absent Councilmember DeLaRosa <br />ROLL CALL UTILITIES COMMISSION: <br />Commissioners present were Carballo, Cionca, Larry Lord, Cordova. Aparicio and <br />Chairperson Wright. Also present were Utilities Manager Jeannette Olko and Secretary <br />Rebecca Gallegos. Absent Commissioner(s) Bryant and Lyndann Lord. <br />PUBLIC COMMENT <br />None. <br />Said Special Meeting shall be for the purpose of studying the following matter(s): <br />Navigant Cost of Service Study <br />City Manager Parrish presented for members present the workshop environment and introduced <br />Utilities Manager Olko and David Cohen of Navigant Consultant, Inc. who would be facilitating the <br />workshop with clarification and response to questions with assistance by staff. <br />The following bullet points gave a detailed background and foundation information for the study <br />conducted by Navigant: <br />» Purpose of the Workshop — presented by Manager Olko <br />» Changes During the Last 10 Years —presented by Manager Olko <br />» Rate Making Objectives — presented by Consultant Cohen <br />» Rate Workshop -How Did We Get Here? — presented by Consultant Cohen <br />Discussion, questions, and comments by councilmembers, commissioners, and staff included: <br />• The need to educate a customer who is in a low income environment. <br />• District 3 — 80% of the utility users are low income and the affect of recommended changes. <br />• Explanation of the cities used to survey; Cities selected are electric utility cities like the City of <br />Colton. <br />RECESS <br />At 6:00 p.m., Mayor Bennett declared a recess. <br />RECONVENED <br />At 6:15 p.m. Mayor Bennett reconvened the meeting with all members presented as heretofore <br />except Councilmember DeLaRosa. <br />
