Motion/second by CM Hernandez/Ramos to approve and adopt Resolution No. R-01-06 to <br />uphold the Planning Commission decision and allow the applicant five months to work with staff <br />in getting the non compliance fence to city guidelines. Motion carried with CM De La Rosa <br />absent from the dais. <br />Transient Habitation <br />This was the time and place fixed to consider an ordinance of the city council of the city of <br />Colton amending section 18.22.040 of the Colton municipal code to permit transient habitation <br />as a conditional use within c-2 (general commercial) zones. <br />The Mayor declares the Public Hearing "Open". <br />City Clerk Barrera announced that the Affidavit of Publication is on file in the City Clerk's office <br />and no protests or objections have been received. <br />At 6:43 p.m. CM De La Rosa returned to the dais. <br />Community Development Director Zamora presented for Council consideration and approval of <br />staff's recommendation. <br />PUBLIC COMMENT: <br />None <br />Motion/second by CM Hernandez/Suchil to close public hearing. Unanimous vote <br />Motion/second by CM Hernandez/Ramos to waive full reading and pass first reading of <br />Ordinance No. 0-01-06. Unanimous vote. <br />ORDINANCE: <br />First Reading: <br />Waive Full Reading and Pass First Reading of an Ordinance Amending Section 3.38.020 and <br />Deleting Section 3.38.030 of Ordinance No. 0-07-96, Eliminating 2% Credit for Early Payment <br />and Modifying Late Charge Assessed to Delinquent Utility Accounts, ORDINANCE NO. 0-03- <br />06. <br />Electric Utilities Manager Olko presented for Council consideration and approval of staff's <br />recommendation. <br />Discussion continued with Council requesting clarification on late fees, low income assistance <br />programs available, notification to the community via Channel 3, stuffers included with utility bill, <br />and types of notification done at second reading. <br />Motion/second by CM Hernandez/De La Rosa and waive full reading and pass first reading of <br />Ordinance No. 0-03-06.
