ECONOMIC DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: Consideration and Approval of City and Agency Resolution Approving a Loan Agreement by and between the City of Colton and Redevelopment Agency for the City of Colton to Finance Administrative and Overhead Expenses of the Agency, RDA RESOLUTION NO. 851 AND CITY RESOLUTION NO. R-42-06. [Item #21, 4/4/06] Redevelopment Agency Director Cassel presented an overview of agenda report and presented staff's recommendation. Motion/second by CM Hernandez/De La Rosa to approve and adopt RDA Resolution No. 851 to approve and adopt Resolution No. R-42-06. Unanimous vote. PUBLIC HEARING: Amend Portions of Reche Canyon Specific Plan This was the time And Place Fixed To Consider An Ordinance Of The City Council Of The City Of Colton Amending Portions Of The Reche Canyon Specific Plan And Amending The Reche Canyon Specific Plan Planning Areas Map And Land Use Map Shown As An Addendum To Title 18 Of The Colton Municipal Code For Property Generally Located At The Terminus Of South Ridge View Drive: File Index Number Dap -000-482. Mayor Bennett announced that she would recuse herself from discussion of this item due to Conflict of Interest as she owns property within 500 yards of the project. Mayor Pro Tempore Mitchell announces the Public Hearing Open. Chief Deputy City Clerk Flores announced that the Affidavit of Publication is on file in the City Clerk's office and no protests or objections have been received. Community Development Director Zamora presented for Council consideration and approval of staff's recommendation to uphold or overturn the Planning Commission decision. Public Comment: Chris Taylor, Empire Homes spoke in favor of the project. Motion/second by CM Hernandez/Ramos to close the public hearing. Motion carried with Mayor Bennett absent from the dais. Motion/second by CM Hernandez/Ramos to waive full reading and approve first reading of Ordinance No. 0-10-06. Motion carried with Mayor Bennett absent from the dais.
