• Presentation Nathan Hunt, RDA Administrative Analyst, who introduced the City of <br />Colton business spotlight recipient Young Minds located in District 6. <br />Mayor Bennett and CM Suchil presented a certificate of appreciation to <br />Chase Johnson, Vice President, for their. contribution for enhancing the <br />economy of the City of Colton. <br />• Presentation Pastor Bob Johnson, Library Board Member and Ruth Martinez, Library <br />Manager, recognized new board member Christina Crowe. <br />• Proclamation CM Chastain read and presented to Ruth Martinez, Library Manager a <br />proclamation for National Library Week, April 3rd— April e, 2006. <br />• Proclamation CM Hernandez read and presented to Susan Taylor, Child Abuse <br />Prevention Coordinator for the County of San Bernardino, a proclamation in <br />honor of Child Abuse Prevention Month April 2006. <br />• Recognition CM Ramos read and presented to retiree Earnie Hayes, Building Inspector <br />11, a certificate of recognition for his years of service to the City of Colton. <br />CM De La Rosa and Community Development Director Zamora <br />acknowledged and thank Mr. Hayes for his outstanding contributions to the <br />city. <br />UNFINISHED BUSINESS: <br />Uroencv Ordinance <br />Waive Full Reading and Pass an Urgency Ordinance of the City Council of the City of Colton in <br />accordance with Government Code Section 65868 Enacting for a Period of Forty-five Days a <br />Moratorium on Accepting/Approving Applications for certain Land Uses City -Wide, <br />ORDINANCE NO. 0-08-06. [item #1, 317106 agenda] <br />Community Development Director Zamora presented an overview of staff report for Council <br />consideration and requested approval of staffs recommendation that the City Council adopt the <br />proposed Urgency Ordinance in accordance with Government Code 65858, enacting for a <br />period of 45 days a moratorium on adopting or approving applications for certain land uses city- <br />wide. <br />PUBLIC COMMENT: <br />Karen Blankensee, Principal, Pacific Planning Group, Inc., spoke against the proposed <br />moratorium. <br />Attorney Debra Rosenthal, of Cox, Castle, Nicholson, representing client Babcock & Brown <br />Storage Specialists, provided a letter against the proposed moratorium. <br />Jack Rosemary, read a letter from property owner against the proposed moratorium. <br />Motion/second by CM Ramos/Hernandez to waive full reading and approve Urgency Ordinance <br />No. 0-08-06 with exception of items.
