This was the Time And Place Fixed To Consider An Extension Of Urgency Ordinance <br />No. 0-21-06, Adopted October 17, 2006 - An Urgency Ordinance Of The City Council Of <br />The City Of Colton In Accordance With Government Code Section 65858 Enacting For A <br />Period Of Ten (10) Months And Fifteen (15) Days A Moratorium On The Approval Of <br />Land Use Entitlements And Permit Applications Within The La Loma Hills / Pellisier <br />Ranch Area. In Accordance With Government Code Section 65858, The City Council <br />Will Hold A Public Hearing To Consider Extending Urgency Ordinance No. 0-21-06 For <br />All Properties Located Generally Within The Boundaries Of The La Loma Hills / Pellisier <br />Ranch Area, Which Is Generally Bounded By The Santa Ana River North And West, <br />Bounded On The East Near La Cadena Drive, And Bounded On The Southern Portion <br />At Center Street. <br />Mayor Bennett declared the public hearing open. <br />City Clerk Padilla announced that the Affidavit of Publication for the public hearing was on file in <br />the City Clerk's office and no protests or objections have been received. <br />Assistant to the City Manager Josi Kenline, provided for Council consideration an overview of <br />the agenda report with a PowerPoint presentation for approval of stafrs recommendation. <br />> Projects already exempt from the moratorium (2) <br />> Projects for Discussion (5) — addition of (1) after the writing of agenda report (6) <br />> Existing Boundary for the Pellisier - Ranch Area Moratorium <br />> Development Alternative #1 <br />> Development Alternative #2 <br />> Impacts of Exemptions <br />> Stafrs Recommendation <br />PUBLIC COMMENT <br />Greg Batten, President, Pacific Tank Lines, presented a PowerPoint and spoke requesting for <br />exemption from moratorium; <br />Fred Whitaker, Attorney for Pacific Tank Lines & MTG Holdings, spoke requesting for exemption <br />from moratorium; <br />J.R. Wetzel, spoke requesting for exemption from moratorium; <br />John Miran, represents the West Family, spoke requesting for exemption from moratorium — <br />additional 1.5 acre to the existing exempt property; <br />Larry Lord, acknowledged the action council is taking; <br />John Kirtz, represents City of Riverside/Pellisier Ranch area, supports the moratorium as <br />outlined. <br />Motion/second by CM De La Rosa/Suchil to close public hearing. Unanimous vote.' <br />Motion/second by CM Hernandez/Ramos to waive full reading and pass first reading of Urgency <br />Ordinance No. 0-22-06.
