Issuance of Revenue Bonds (Biosolids) <br />Time And Place Fixed To Consider A Public Hearing - Pursuant To Section 147(F) Of The <br />Internal Revenue Code Of 1988, To Hear, Consider And Approve The Proposed Issuance By <br />The California Municipal Finance Authority Of One Or More Series Of Revenue Bonds In An <br />Aggregate Principal Amount Not To Exceed $100,000,000 (The "Bonds") For The Acquisition, <br />Construction, Equipping And/Or Rehabilitation Of A Project Which Will Produce Electricity By <br />The Treatment And Recycling Of Biosolids Which Are Created As. A Byproduct Of The <br />Treatment Of Municipal Sewage, Together With Related Facilities, To Be Located At 1201 S. <br />Rancho Avenue, Colton, Ca 92324 (The "Project); And <br />(2) Consideration Of Resolution Authorizing The City Of Colton To Become A Member Of <br />California Municipal Finance Authority, A Joint Powers Authority <br />(3) Consideration Of Property And Construction Lease Agreement Between The City Of Colton <br />And Biosoils Of Southern California, LLC, Over Property Located At 1201 S. Rancho Avenue <br />To Permit Construction And Operation Of The Biosolids Project <br />Mayor Chastain declared the public hearing open. <br />City Clerk Padilla announced that the Notice of Continuance for the public hearing was on file in <br />the City Clerk's office and no protests or objections have been received. <br />PUBLIC COMMENT: <br />None. <br />Motion/second by CM Suchil/Toro to close the public hearing. Motion carried with CM De La <br />Rosa absent from the dais. <br />Discussion continued with Council requesting clarification from staff, regarding approval of two <br />of the three items listed. <br />City Attorney clarified that the item needed to return with an agenda report and/or give direction <br />to staff as to how monies are to be used. <br />City Manager Parrish explained that the third item could be brought back as a separate report <br />for the first meeting in March to make sure that the funds would be used only in the water <br />wastewater fund. <br />Motion/second by CM Mitchell/Suchil to approve issuance of bonds and approve, and adopt <br />Resolution No. R-12-07. Motion carried with CM De La Rosa absent.
