i <br />2 <br />1 <br />i <br />5� <br />1 <br />7' <br />8� <br />10 <br />1.1 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />21 <br />28 <br />29 <br />ORDINANCE NO. 1120 <br />AN ORDINANCE, OF THE CITY COUNCIL OF THE <br />CITY OF COLTON DECLARING NEED FOR A <br />REDEVELOPMENT AGENCY FOR THE, CITY OF <br />COLT ON. <br />WHEREAS.., investigation and studies disclose blighted areas which <br />constitute either social or economic liabilities, or both, requiring redevelop- <br />ment in the interest of the health, safety, and general welfare of the people of <br />t the City of Colton in particular, and the people of the State of California <br />g <br />generally.Said blighted areas are characterized by one or more of the follow- <br />1 <br />ing conditions <br />(a) The existence of buildings and structures, either used or intended <br />! to be used for living, commercial, industrial or other purposes, or any com- <br />i bination of such uses, which by reason of defective design and character of <br />physical construction, faulty interior arrangement and exterior spacing, high <br />density of population and overcrowding, inadequate provision for ventilation, <br />light, sanitation, open spaces and recreation facilities, age, obsolescence, <br />`i deterioration, dilapidation, mixed character or shifting of uses to which they <br />I <br />IIare put, or any combination of such factors and characteristics, are unfit or <br />li unsafe to occupy for residential, commercial, industrial or other purposes and <br />l 1i <br />i1 are conducive to ill health, transmission of disease, infant mortality, juvenile <br />delinquency and crime. <br />(b) An economic dislocation, deterioration or disuses as a result of <br />faulty planning, the subdividing and the sale of lots of irregular form and shape <br />and inadequate size for proper usefulness and development, the laying out of <br />lots in disregard of the contours and other physical characteristics of the <br />ground and surrounding conditions, or the existence of inadequate streets, open <br />spaces and utilities. <br />(c) A prevalance of depreciated values, impaired investments and <br />social and economic maladjustment to such. an extent that there exists a re - <br />
