NOW g. THEREFORE. BE. IT RESOLVED,, that for these reasons it is I! t; ;hereby declared to be the policy of the City of Colton to protectand promote the ' Ij 7 sound development and redevelopment of blighted areas within the. City and the I 8 !,general welfare of the inhabitants of the. community by remedying such injurious c is conditions through the employment of all means appropriate for that purpose; �I 10 ►that whenever the redevelopment of blighted areas cannot be accomplished by �i 11 1private enterprise alone, without public participation and assistance in the i1 12 li acquisition of land, in planning and in the financing of land as sembly2 in the work 13 lof clearance and in the making of improvements necessary therefore, it is in the 14 =public interest to employ the power of eminent domain to advance or expend si 15 ' public funds for these purposes and to provide a means whereby the blighted 16 areas within the City may be redeveloped or rehabilitated; that the redevelop - 17 ment of such blighted areas and the provision for appropriate continuing land use 181 and construction policies therein, constitute public uses and purposes for which 1 19 public money should be advanced or expended and private property acquired, 20 i! and are governmental functions of state and municipal concern in the interest of 21 the health, safety and welfare of the people of the.
