AN ORDINANCE OF THE CITY OF COLTON <br />REVISING AND AMENDING THE CIVIL <br />SERVICE SYSTEM FOR. SAID CITY. <br />THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS: <br />SECTION 1. R CCITAL OF REASON FOR ADOPTING THIS ORDINANCE NO. 1122, <br />The City Council of the City of Colton expressly finds it to be in the best public interest <br />to amend and revise the Civil Service System as heretofore adopted by said City Council <br />and to continue the same as thus amended and revised. <br />SECTION 2, PER.SONNEL, OFFICER, The City Manager shall be ex -officio <br />personnel officer. The, City Manager shall; <br />(a) Attend all meetings of the Personnel Board and serve as its secretary.. <br />(b) Adr-ninister all the provisions of this ordinance and of the personnel <br />rules not specifically reserved to the Council or the Personnel Hoard. <br />(c) Prepare and recommend to the Council revisions and amendM,ents to the <br />personnel rules. The City Attorney shall approve the legality of such <br />revisions and amendments prior to' their submission to the Council. <br />(d) Prepare a position classification plan, including class specifications, <br />and revisions of the plans The plan, and any revisions thereof, shall <br />become effective upon approval by the Council. <br />(e) Prepare a plan of compensation, and revisions thereof, covering all <br />classifications in the city except elective positions.. The plan, and <br />any revisions thereof, shall become effective upon approval by the <br />Council. <br />(f) Publish or post notices of examinations for positions in the competitive <br />service; to receive applications therefor; to certify to the Personnel <br />Clerk, a list of all persons eligible for appointment in the appropriate <br />c:iass ir. the competitive service. <br />SECTION 3. APPOINTMENT OF PERSONNEL CLERK. The City Manager shall <br />appoint, upon apprr�val of the City Council, a Personnel Clerk whose duty it shall be <br />to act in the capacity of a secretary and clerk for the Civil Service System. He or <br />she shall be the custodian of all personnel records and shall be the official upon or <br />with whom all notices, requests for hearings, complaints and other official documents <br />shall be served or filed. <br />Said Personnel Clerk shall establish and maintain in card index form a roster of <br />officers and employees in the competitive service. He or she shall also prepare a <br />record of the length of service of each officer and employee in the competitive serwice, <br />together with a concise statement of all duties being performed by said officer or em- <br />ployee, the salary being paid, and the hours of work of said employee, Ke or she <br />shall render such additional services in connection with such Civil Service System as <br />may be requested by the City Council or personnel Officer. <br />
