2 <br />3 <br />4 <br />5 <br />I <br />6 <br />7 <br />81 <br />91 <br />10 <br />11. <br />12I� <br />13 <br />14. <br />15' <br />16 <br />17 <br />1 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />Beginning at a point which is the inter -section of the north <br />line of the San Bernardino Freeway (U.S.70, 99 and Inter- <br />state 10) and the west line of 8th Streets proceeding east <br />along the north boundary of the San Bernardino Freeway to <br />its intersection with the west line of the Pacific Electric <br />Railroad; thence northerly along the west line of the Pacific <br />Electric Railroad to its intersection with the north line of <br />"H" Street; thence westerly along the north line of "H" <br />Street to its intersection with the west line of 8th Street; <br />thence southerly along the west line of 8th Street to its <br />intersection with the north line of the San Bernardino <br />Freeway, which is the point of beginning, <br />in the City of Colton, State of California, (herein called the "Locality"); and <br />WHEREAS,,, the Local Public Agency has made detailed studies of the <br />location,,, physical condition of structures, land use environmental influences,, <br />and social, cultural, and economic conditions of the Project area and has de. <br />termined that the area is a blighted area and that it is detrimental to the safety, <br />health, and welfare of the inhabitants and users thereof and of the Locality at <br />large, because of defective design and character of physical construction; age, <br />obsolescence, deterioration, dilapidation, mixed character and shifting of uses, <br />economic dislocation,9 deterioration., and disuse, resulting from faulty planning, <br />subdividing and sale of lots of irregular form and shape and inadequate size for <br />proper usefulness and development; a prevalence of depreciated values., im- <br />paired investments, and economic maladjustment to such an extent that the <br />capacity to pay taxes is reduced; and the above conditions of blight tend to <br />further obsolescence, deterioration and disuse because of the lack of incentive <br />to the individual landowner and his ability to improve, modernize, or re- <br />habilitate his property while the conditions at the neighboring properties remain <br />the sarie,, and the members of this Governing Body have been fully appraised <br />by the Kcal Public Agency and are aware of these facts and conditions; and <br />W-HEREAS1 there has been prepared and referred to the City Council <br />of the Locality (herein called the "Governing Body") for review and approval a <br />Redevelopment Plan for the Project area, dated November 20, 1963,, and con- <br />sisting of 30 pages and 2 maps; and <br />WHEREAS,, the Project area, which is predominantly nonresidential in <br />character, is to be redeveloped for predominantly nonresidential uses under <br />said Plan; and <br />
