The City Clerk shall notify all affected property i I 1'1 ii owners as shown on the last equalized assessment roll and util- 1`' �% ities concerned by mail of the time and place of such hearings 131 at least ten (10) days prior to the date thereof. Each such 14 i 15 j hearing shall be open to the public and may be continued from time I 16 , to time. At each such hearing all persons interested shall be to be heard. The decision of the council 17l1 given an opportunity y 18 shall be final and conclusive. } lgl� Section 3 - COUNCIL MAY DESIGNATE UNDERGROUND UTILITY � DISTRICTS BY RESOLUTION 20 21 ;l If, after any such public hearing the Council finds that 2211 the public necessity, health, safety or welfare requires such 2.3 11 removal and such underground installation within a designated I 2¢� area, the Council shall, by resolution, declare such designated 25 i area an Underground Utility District and order such removal and 26 underground installation. Such resolution shall include a de - 27 28 j scription of the area comprising such district and shall fix: the �Ii 29j!time within which such removal and underground installation shall_ i 30' be accomplished and within which affected property owners must 31'11 d to receive underground service.
