�- lof three (3) years; the member, who is the mobile home tenant, shall be app oint- <br />21jed for a term of three (3), years. A member chosen to fill a vacancy created <br />3 other than by expiration of a..term shall be appointed for the:unexpired term of <br />4 Ithe member whom he is to succeed. A member of the Commission shall be eligible <br />5 for reappointment until he or she may have served two full terms without inter - <br />6 'ruption. A vacancy in the Commission shall not impair the right of the remain - <br />7,W ing members to exercise the powers of the Commission. Three (3) affirmative <br />8 <br />votes are required for a ruling or decision. <br />9 , (7) Members of the Commission shall not be compensated for <br />3.0Itheir service on the Commission, but shall be entitled to receive the sum of <br />3-1 ,thirty dollars ($30.00) per person, per hearing, and a maximum of sixty dollars <br />fj <br />12($60.00) per day, when hearing complaints from the tenants of a park wi-th re- <br />131spect to a rent increase by the park ownership as hereinafter provided. <br />14 <br />SECTION 5. Powers Of The Commission: Within the limitations pro <br />:L5 <br />Ivided by law, the Commission shall have the following powers: <br />16 <br />(1) To meet from time to time as requested by the City Manager <br />3-7 othe City of Colton, or upon the filing of a petition, and to utilize City <br />1$ ioffices and/or facilities as needed. <br />1.9 <br />91 <br />(2) To receive, investigate, hold hearings on and pass upon the <br />20 ,'petitions of mobile home tenants as set forth in this Ordinance. <br />21 <br />j (3) To make or conduct such independent hearings or investiga <br />22 itions as may be appropriate to obtain such information as is necessary to carry <br />23 lout their duties. <br />2 <br />(4) To adjust.maximum rents either upward or downward upon com- <br />2 pletion of,their hearings and investigations. <br />26 <br />f <br />(5) To render, at least semi° -annually, a comprehensive written <br />27report to the City Council concerning their activities, rulings, actions re - <br />2811 of hearings and all other matters pertinent to this Ordinance which may be <br />N of interest to the City Council. <br />a.i <br />
