Controlled access gates are primarily utilized on multi -unit residential properties, such as <br />apartment communities, where there are high population densities. Approximately thirty to forty <br />percent of Colton citizens are adversely affected by a tangibly diminished level of emergency <br />services, which is directly attributable to delays created by controlled access gates. The City <br />Council finds that such delays are an unacceptable public burden that can be mitigated through <br />the installation of emergency access devices; and <br />WHEREAS, the City Council has also determined that equipping controlled <br />access gates at multi -unit residential properties with approved emergency access devices <br />provides specific benefits to the property residents, including: <br />(1) The reduction of response time by emergency personnel; <br />(2) Gates with key boxes, or lock boxes, provide emergency access in one to <br />three minutes; <br />(3) Remote radio controlled receiver ("E -Key") operating systems for electrically <br />operated gates typically allow emergency access in less than 20 seconds; <br />(4) Faster arrival of emergency personnel significantly contributes to the <br />preservation of life and property; and <br />(5) Rapid entry and departure through controlled access gates by Police and Fire <br />personnel enhances the likelihood that injuries may be prevented and criminals will be swiftly <br />apprehended; and <br />WHEREAS, the City is authorized under the provisions of Part III, Article 9 of the <br />California Uniform Fire Code to require approved types of key boxes in areas with secured <br />openings where immediate access may be necessary for life-saving and firefighting purposes; <br />and <br />BE <br />
