Chapter 9.27 of the Colton Municipal Code is hereby amended in its <br />entirety and restated to read as follows: <br />"Chapter 9.27 <br />GRAFFITI <br />Sections: <br />9.27.010 Purpose and Intent. <br />9.27.020 Definitions. <br />9.27.030 Defacement of public or private property; declaration of nuisance. <br />9.27.040 Possession of graffiti implement - Minors. <br />9.27.050 Possession of graffiti implement - Generally. <br />9.27.060 Furnishing to minors - Prohibited. <br />9.27.070 Aerosol paint sales — Display regulations. <br />9.27.080 Graffiti reward system. <br />9.27.090 Adult/parental responsibility. <br />9.27.100 Removal of graffiti - Consent. <br />9.27.110 Removal of graffiti — Nuisance abatement. <br />9.27.120 Payment of abatement costs. <br />9.27.130 Nuisance abatement lien against property owner. <br />9.27.140 City program to remove graffiti. <br />9.27.150 Additional remedies; Recovery from parents of minors. <br />9.27.160 Additional remedies; Recovery of law enforcement costs. <br />9.27.170 Additional remedies; Lien assessment — Minors and parents. <br />9.27.180 Additional remedies; Alternate lien abatement procedure — <br />Parents of minors. <br />9.27.190 Land use entitlements — Conditions. <br />9.27.200 Encroachment permits — Conditions. <br />9.27.210 Graffiti -prone surfaces — Retrofitting. <br />9.27.220 Violation — Penalties. <br />9.27.010 Purpose and Intent. <br />The City Council hereby finds and determines that the writing, spraying, scratching, <br />etching or otherwise affixing graffiti or other inscribed materials on public or privately owned <br />real or personal property without the consent or permission of the owner is injurious to the <br />public health, safety and welfare, for the following reasons: <br />1. Graffiti markings are often placed on real or personal property, or structures or <br />components thereof, by gangs to indicate illicit control over certain locations or areas for <br />purposes of criminal activity. <br />-2- <br />
