The City Council hereby finds and determines that the writing, spraying, scratching, etching or otherwise affixing graffiti or other inscribed materials on public or privately owned real or personal property without the consent or permission of the owner is injurious to the public health, safety and welfare, for the following reasons: 1. Graffiti markings are often placed on real or personal property, or structures or components thereof, by gangs to indicate illicit control over certain locations or areas for purposes of criminal activity. -2-
