I THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS: <br />2 SECTION 1. Based on the entire record before the City Council, all written and oral <br />3 evidence presented, and the findings made in this Ordinance, the City Council hereby approves the <br />4 amendments to portions of the Reche Canyon Specific Plan attached hereto as Exhibit "A." <br />5 SECTION 2. The Planning Areas Map for the Reche Canyon Specific Plan is <br />6 hereby amended as shown on the attached Exhibit "A-1". <br />7 <br />SECTION 3. The Land Use Plan Map for the Reche Canyon Specific Plan referred <br />8 to in Section 18.34.060 of the Colton Municipal Code is hereby amended as shown on the attached <br />9 Exhibit "A-2." <br />10 <br />SECTION 4. A new Table 2C, which sets forth the maximum densities for Planning <br />I I Area Five(A), is hereby added to page 38 of the Reche Canyon Specific Plan as shown on the <br />12 attached Exhibit "A-3." <br />13 <br />SECTION 5. Based on the entire record before the City Council, including all written <br />14 and oral evidence presented, the City Council finds that the proposed amendments to the Specific <br />15 Plan are consistent with the General Plan of the City of Colton ("General Plan") and the Reche <br />16 Canyon Specific Plan and are not contrary to the goals and objectives of the General Plan and <br />Specific Plan for the following reasons: <br />17 <br />is a. The Specific Plan Amendment is consistent with the Specific Plan and <br />19 General Plan standards and criteria for development, and standards for the conservation, <br />development, and utilization of natural resources, where applicable, because the Specific Plan <br />20 Amendment promotes environmentally -sensitive development within the newly -created Planning <br />21 Area 5(A) by reconfiguring 13 acres of existing Open Space in order to minimize the need for <br />22 grading on the portions of the Property to be developed as residential housing. <br />23 b. The Specific Plan Amendment is consistent with the goals and <br />24 objectives of the General Plan and Specific Plan, including the following: <br />25 <br />1 General Plan Land Use Element - General Objective No. 1. The <br />26 Specific Plan Amendment promotes the creation of land use patterns which provide a safe, <br />27 harmonious and attractive residential living environment. The proposed Specific Plan Amendment <br />28 amends the land use plan to accommodate an 18 -lot, single family residential subdivision with 13 <br />acres of open space. The Specific Plan Amendment promotes the design and development of <br />environmentally sensitive and aesthetically compatible residential development. <br />RVP U B\H SHAN E',709290A <br />
