Based on the entire record before the City Council and all written and <br />oral evidence presented, the City Council finds the Zone Change is consistent with the <br />General Plan of the City of Colton because designation of the Subject Site within the IP <br />(Industrial Park) zoning district provides for land uses compatible with surrounding property <br />and the Colton Municipal Code. <br />SECTION 3. Based on the entire record before the City Council and all written and <br />oral evidence presented, the City Council finds the Zone Change is consistent with the City <br />of Colton General Plan ("General Plan"), and will implement the goals and objectives of the <br />General Plan. Moreover, the City Council hereby makes the following specific findings in <br />accordance with Section 18.58.050 of the Colton Municipal Code and state law: <br />A. The proposed zone change is in conformity with the General Plan of the City <br />because a general plan amendment has been approved concurrently with the zone change <br />request. The general plan amendment changes the land use designation of the Subject Site <br />from "Public Facility" to "Industrial Park". The proposed IP (Industrial Park) zoning <br />designation is consistent and in conformity with the proposed amended general plan <br />designation. <br />B. There is a need in the community for more of the types of uses permitted by <br />the proposed zoning designation. The proposed IP (Industrial Park) zoning designation <br />permits beneficial use of the Subject Site, and provides additional commercial opportunities <br />in the City. <br />C. The proposed change of zone will not adversely affect the surrounding area or <br />the community in general. The IP (Industrial Park) zoning designation's development <br />standards provide adequate separation and height requirements to assure that proposed <br />uses do not significantly adversely affect surrounding areas. The proposed change of zone <br />is consistent with the zoning of property located to the east of the Subject Site. <br />D. The City Council has determined that the proposed zone change is in the <br />public interest because the Subject Site is not needed for expansion of adjacent public facility <br />uses, and allowing development of the Subject Site will provide for job creation and will be of <br />economic benefit to the City. <br />E. In considering this change of zone, the City has considered the housing needs <br />of the region and balanced those needs against the public service needs of the residents and <br />available fiscal and environmental resources. <br />SECTION 4. Based on the entire record before the City Council and all written and <br />oral evidence presented, the City Council finds the General Plan Amendment complies with <br />CEQA and hereby adopts the mitigated negative declaration (MND) and the associated <br />Mitigation Monitoring and Reporting Program (MMRP) for the following reasons: <br />A. The MND, MMRP and the initial study prepared for the Application contain a <br />complete and accurate reporting of the environmental impacts associated with the <br />Application. The documents have been completed in compliance with CEQA and the State <br />CEQA Guidelines. <br />B.
