Effective Date. This Urgency Ordinance was adopted by the <br />necessary four-fifths vote of the members of the City Council pursuant to California Government <br />Code Sections 36934 and 36937, and shall take effect immediately upon its adoption for the <br />preservation of the public health, safety and welfare. <br />SECTION 4. CEQA. The repeal of Urgency Ordinance No. 0-02-06 is not <br />subject to the California Environmental Quality Act because, although that ordinance established <br />certain protections for the environment, its repeal is not a discretionary action, and is therefore <br />not a "project" within the meaning of the California Environmental Quality Act. <br />SECTION 5. The City Clerk shall certify to the passage of this Ordinance and <br />cause the same or a summary thereof to be published within fifteen (15) days after adoption in a <br />newspaper of general circulation, printed and published in Colton, California. <br />PASSED, APPROVED, AND ADOPTED, this 20th day of February, 2007. <br />ATTEST: <br />CAROLINA R.
