1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />I I <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-03-07 <br />AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF COLTON IN ACCORDANCE WITH GOVERNMENT <br />CODE SECTION 65858 EXTENDING FOR A PERIOD OF ONE <br />YEAR A MORATORIUM ON ACCEPTING/APPROVING <br />APPLICATIONS FOR CERTAIN LAND USES CITY-WIDE <br />THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS: <br />WHEREAS, the City Council of the City of Colton ("City Council") adopted <br />Urgency Ordinance No. 0-08-06 at its regular meeting on March 21, 2006, establishing a <br />temporary moratorium on accepting/approving applications for land uses city-wide as set forth in <br />more detail therein, and incorporated herein by this reference as if set forth in full; and <br />WHEREAS, the City Council adopted Urgency Ordinance No. 0-11-06 at its <br />regular meeting on May 5, 2006, extending the temporary moratorium on accepting/approving <br />applications for land uses city-wide for a period of ten (10) months and fifteen (15) days; and <br />I and <br />WHEREAS, Urgency Ordinance No. 0-11-06 is set to expire on March 20, 2007; <br />WHEREAS, all of the findings cited in Urgency Ordinance 0-11-06, concerning <br />the existence of an immediate and current threat to the public safety, health and welfare continue <br />to exist; and <br />WHEREAS, the City Council, acting through its planning staff, has issued the <br />written report required pursuant to Government Code Section 65858(d) describing the measures <br />taken to alleviate the conditions which led up the adoption of the Urgency Ordinance No. 0-11 - <br />06, which report is also incorporated herein by this reference as if set forth in full; and <br />WHEREAS, pending completion of the tasks set forth in such report, the City <br />Council finds and determines that there is a need to extend Urgency Ordinance 0-11-06 for an <br />additional one (1) year as authorized by Government Code Section 65858(a); and <br />WHEREAS, Government Code Sections 65858, 36934, and 36397 expressly <br />ORANGEWCONZELMAN\34228.2 <br />
