That the aforementioned petition contains a Ildescription of the said uninhabited territory sought to be included in the City of Colton, and that said petition is sigy ned b the owners of not less than one fourth of the area of land in such 'territory and representing not less than one fourth of the assessed ivalue of such territory according to the last receding p g equalized assessment roll of the County of San Bernardino in which said County the City of Colton is situated.
