<br />3. That the City Council does hereby find, determine and
<br />declare that said weeds situated along and upon said property
<br />and streets are and the same are hereby declared to be a public
<br />nuisance and that the same shall be abated by the removal of
<br />said weeds by the owners of said property or ether persons on
<br />their behalf, or that otherwise said weeds shall be removed and
<br />said nuisance abated by the City of Colton, in which case the
<br />11 cost of such removal shall be . assessed upon the lands :aid lots
<br />on which, or in front of which, such creeds are removed and such
<br />cost shall constitute a lien upon such lots and lands until paid
<br />under proceedings to be taken in accordance with the Municipal
<br />Weed Abatement Act of the State of California.
