Code <br />lection 103 (d) 2:states that; After <br />June 30, 1976, the Federal -aid urban, system shall be located in each <br />urbanized area and such other urban areas as the State highway departments may <br />designate and shall consist of arterial routes and collector routes, exclusive <br />of urban extensions of the Federal -aid primary system. The routes on the <br />Federal -aid urban system shall be designated by appropriate local officials, <br />with the concurrence of the State highway departments, subject to the <br />approval of the Secretary and in the case of urbanized areas shall also be <br />in accordance with the planning process required pursuant to the provisions <br />Of Section 134 of this title; and, <br />WHEREAS, the 1973 Federal -Aid Highway Act Section 14.8D states that <br />Federal -aid Systems realignment shall be based upon anticipated functional <br />usage in the year 1980 or a planned connected system; and, <br />WHEREAS, the 1980 Functional Usage Study will serve as the basis for <br />determining eligibility for Federal -Aid Systems and has served as the basis <br />for requesting streets to be on the Federal -Aid Urban System; and, <br />WHEREAS, the approval ofthe 1980 Functional Usage Study will not <br />preclude future adjustments of street classifications due to changing <br />Population, travel and land use; and <br />WHEREAS, the Functional Usage Study map is consistent with the 1980 <br />Functional Usage Systems of contiguous jurisdictions and is satisfactory <br />to the California Department of Transportation; <br />
