That on.the ballots to be used as said special election, in addition to any other matters required by law, there shall be printed sub- stantially the following: Shall the City of Colton's Employees Retirement Plan, originally adopted in 1945, be modified effective July 1, 1977, to provide improved re- tirement benefits to Colton Police Safety Em- ployees, herein referred to as Local Safety Mem- bers, on the basis of discretionary retirement at age 50, with the local safety member receiving a retirement of Two Percent (2%),of their final compensation for each year of service (nottoex- ceed Seventy-five Percent (75%) of final compensa- tion) with compulsory retirement at age 60 (see California Government Code Section 21252 01); to provide a widow's allowance of One-half (1/2) of the local safety member's retirement benefits on his death (see California Government Code Sections 21263 and 21263.1); to provide retirement based on the average of one highest year compensation instead of three highest years (see California Government Code Section 20024.2); and to provide credit for prior military service (see California Government Code Section 20930.3); and the levy of only such property taxes as will be necessary to pay the City's share of said benefits, be adopted? SECTION 5. That a cross (+) be placed in the voting square after the word "YES" in the manner hereinbefore provided shall be counted in favor of the adoption of the proposition. A cross (+) placed in the voting square after the work "NO" in the manner hereinbefore providedshall be counted against the adoption of the proposition. SECTION 6. That the special election hereby called for the date hereinbefore specified shall be and is hereby ordered consolidated with the statewide general election to be held on said date, and within said City the precincts, polling places and officers of election for the special municipal election hereby called shall be the same as those provided for said statewide general election. The Board of Supervisors of San Bernardino County is hereby requested to order the consolidation of the special municipal election hereby called with said statewide general.election, and said Board of Supervisors is hereby authorized to canvass the returns of said special municipal election', and said elections shall be held in all respects a . s if there were only one
