RESOLUTION NO. 3695 <br />�- RESOLUTION OF THE CITY COUNCIL OF THE <br />2 CITY OF COLTON OPPOSING AB 220 <br />3 WHEREAS, the Southern California Gas Company has been working <br />4 intensively on various gas supply projects since 1969 which are now in the <br />process of receiving governmental approval; and <br />5 <br />S WHEREAS, all decisions on siting and construction of an LNG' <br />7 plant must be made this year to meet the 1980-81 deadline for new natural gas <br />8 supplies that would avert upwards of 700,000 people losing their jobs because <br />9 of the lack of natural -gas to small commercial and industrial businesses that <br />10 would be forced to shut down; and <br />11 WHEREAS, the safety of LNG has been proven by research studies <br />12and actual operational experience at nine terminals and over 100 other facili- <br />ties around the world; and <br />13 <br />14 WHEREAS,, each day's delay adds over $800,000 for the two LNG <br />15 projects, South Alaska and Indonesia, in addition to threatening environmental <br />1 and economic havoc and high unemployment in southern California; and <br />1,7 WHEREAS, California cannot afford to risk its economic future <br />18 for the sake of accommodating the present slow, redtape laden state regulatory <br />19 f Process; and <br />20- WHEREAS, the introduction of'additional governmental agencies <br />2 into the approval process would add ;new layers of jurisdiction to the large <br />22 number of regulatory approvals already required resulting in a redundancy in <br />23 this chain of approval. <br />24 NOW, THEREFORE, BE IT RESOLVED, that the City Council of the <br />25 City of Colton opposes the passage of AB 220 which would slow down the ap- <br />26 <br />proval process, establish unrealistic conditions for construction of on -shore <br />2 % facilities, and provide significant grey areas to insure lengthy court <br />28 challenges and further delays in construction of natural gas facilities. <br />i <br />
