Sheppard, who was elected November 3, 1936, <br />to the 75th Congress, served in the House of Representatives for the longest <br />period of time of any representative from that District, served through the <br />88th Congress and retired in 1965, was Dean of the California Delegation which <br />was instrumental in the development of the Air Material Command at Norton Air <br />Force Base; and <br />WHEREAS, he was partially responsible for the location of <br />Kaiser Steel Corporation in the Fontana area; and <br />WHEREAS, Mill Street traverses from Norton Air Force Base at <br />its eastern boundary to the west boundary of the City of San Bernardino to <br />Eucalyptus Street in Rialto whence it becomes Merrill Street and thence to <br />Kaiser Steel Corporation in Fontana; and <br />WHEREAS, Congressman Sheppard has made many contributions to <br />the development and progress of this area; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF COLTON that our City does hereby join the City of San Bernardino in naming <br />the Mill Street Overpass the "Harry R.
