WHEREAS, the Government Code states that one of the purposes of a Local Agency Formation Commission is the discouragement of urban sprawl and the encouragement of the orderly formation and development of local government- al agencies based upon local con.ditions and circumstances; and WHEREAS, the Government Code states one of the objects of the Local Agency Formation Commission is to make studies and to obtain and furnish information which will contribute to the logical and reasonable development of local governments in each county and to shape the development of local govern- mental agencies so as to advantageously provide for the present and future needs of each county and its communities; and WHEREAS, the San Bernardino County Local Agency Formation Commis- sion has the power to initiate and make studies of existing governmental 'agencies; and WHEREAS, in order to carry out its purpose and responsibilities, the San Bernardino County Local Agency Formation Commission is charged with de- veloping and determining the sphere of influence of each local governmental agency within the County; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton does encourage the present and future members of the San Bernardino County Local Agency Formation Commission to purposefully study the capacities of all cities in order to rightfully designate spheres of influence and proper areas for annexation to existing local governmental agencies.
