The conducting agency for this proceeding shall be the City of Colton. 6. Approval to proceed without notice, hearing or election as provided by law with consent of 100% of the property owners. 7. Immediately upon annexation, the City shall detach area from CSA NOS. SL -1 and 38, and Improvement Zones G and H of CSA MOS. 38 and 70, and Improvement Zone A of CSA NO. 70, without split of assets or liabilities. NOW, THEREFORE, the said Council of the City of Colton does here- by approve the annexation of the territory hereinafter described to the City of Colton and does hereby further resolve that said territory be and is hereby annexed to the City of Colton; and BE IT FURTHER RESOLVED, that the City Council of the City of Colton declares the hereinafter described territory withdrawn from County Service Areas Nos. SL=1 and 38, and Improvement Zones G and H of County Service Areas Nos. 38 and 70, and Improvement Zone A of County Service Area No. 70; That said territory, the annexation of which to the City of Colton is herein approved, is all that territory situate in the County of San Bernardino, State of California, more particularly described in Exhibit A at- Itached. That the regular County assessment roll will be used for tax purposes. That the affected property will not be taxed for any existing bonded indebtedness and/or contractural obligations. That the City Clerk is directed to certify to the passage of this resolution, to file a copy of said resolution with the Executive Officer of the Local Agency Formation Commission of the County of San Bernardino and to
