RESOLUTION NO. 3771 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON SUPPORTING THE POSITION <br />OF THE BOARD OF SUPERVISORS OF SAN <br />BERNARDINO COUNTY RELATIVE TO THE NEED <br />FOR CONSTRUCTION OF A TUNNEL FOR ARCHI- <br />BALD AVENUE AS PART OF THE EXPANSION OF <br />ONTARIO INTERNATIONAL AIRPORT. <br />WHEREAS, the Los Angeles Department of Airports is planning an <br />�j expansion of Ontario International Airport; and <br />WHEREAS, recent statements have indicated that the Los Angeles <br />Airport Commission does not plan to construct a tunnel for Archibald Avenue as <br />called for in their environmental report; and <br />WHEREAS, all previous environmental documents concerning the ex- <br />pansion and all plans shown at public hearings have provided for the construc- <br />tion of a tunnel beneath the runway to 'accommodate Archibald Avenue; and <br />WHEREAS, Archibald Avenue is a major north/south artery serving. <br />the Cities and the unincorporated portion of western San Bernardino County; and <br />WHEREAS, other major airports in California have suffered from a <br />17�1 lack of adequate vehicular access and the restriction of traffic on Archibald <br />38. Avenue will complicate future access to Ontario International Airport; <br />l• 9 <br />and <br />WHEREAS, if the tunnel is not provided for Archibald Avenue it <br />20-+ will create an excessive detour resulting in additional energy consumption, un - <br />21 ; necessary expense to the motoringP <br />public and an increase in air ollution; and <br />22V WHEREAS, it is not fair to the residents of San Bernardino and <br />2.3 Riverside Counties to expect them to pay the excessive costs to detour around <br />24 the airport; <br />25' y Council of the CityNOW, THEREFORE, BE IT RESOLVED that the Cit <br />i <br />26 !pP <br />Of Colton supports the position of the San Bernardino County Board of <br />Supervi- <br />27 sons requesting that the Los Angeles Airport Commissionrovide <br />28 a p for the construe <br />tion of a tunnel at Archibald Avenue when the new runway is constructed, and <br />s <br />
