A <br />a <br />10! <br />RESOLUTION NO. 3837 <br />WHEREAS, the City of Colton recognizes that comprehensive planning <br />for the efficient use of criminal justice and juvenile justice and.prevention <br />resources requires a permanent coordinating effort on the part of local govern- <br />iment and Local criminal justiceandjuvenile justice agencies; and <br />WHEREAS, the City of Colton recognizes that it is desirable to <br />coordinate local criminal justice and juvenile justice activities, and planning <br />for the use of State and Federal funds made available through any grant program; <br />and <br />11 i WHEREAS, the City of Colton deems it necessary to join with the <br />12 I <br />1County of San Bernardino and the Cities of San Bernardino County to develop a :L3 � <br />'separate public entity by a joint exercise of powers agreement to devise an <br />!organizational and administrative structure for the purpose of creating the <br />14! <br />15 lRegional Criminal Justice Planning Board for the operation of a County -wide <br />16 criminal justice and juvenile justice planning and coordinating system, encom- <br />ipassing the geographic territory of the County of San Bernardino and to secure <br />17 P <br />18 <br />!approval from the California Council on Criminal Justice; and <br />-Z9 <br />20 <br />21 <br />22 <br />23 <br />24 <br />251 <br />26 <br />271 <br />28 t <br />WHEREAS, Section 13902 of the California Penal Code provides that: <br />!"Each County placed with a.sing le county planning district may constitute a <br />planning district upon execution of a joint powers agreement or arrangement ac <br />ceptable to the county and to at least that one-half of the cities in the <br />district which contain at least one-half of the population of the district. <br />i <br />Counties placed within a multi'county planning district may constitute a planning <br />!district upon execution of a joint powers agreement or other arrangement accept- j <br />,able to the participating counties and to at least that one-half <br />of the cities <br />in such district which contain at least one-half of the population of such <br />district. If no combination of one-half of the cities of a district contains at <br />least one-half of the population of the district, then agreement of any half"of <br />
