I County and its cooperating cities which identified the housing needs of the low - 13,1 14 land moderate -income, handicapped, and elderly households and which identifies 1,5 the steps to be taken to speak to those needs; and WHEREAS, the primary source of funding to speak to the housing 3-6 l7 E needs identified in the adopted Housing Assistance Plan are available through 18 the California Housing Finance Agency (CHFA) and the federal Department of Hous - 19 i,ng and Urban Development (HUD); and WHEREAS, the of CHFA funding and assistance for new construe truc- 21 tion and substantial rehabilitation to meet the housing needs identified require 22 that the majority of the qualified electors of the county and its cooperating 23 cities vote on and approve the development, construction, and/or financing of rental housing developments for low- and moderate -income, handicapped, and elder 24 25 ly households, pursuant to the provisions of Article XXXIV of the California RESOLUTION NO. 3848 WHEREAS, the Board of Supervisors of the County of San Bernardino Chas approved a resol=ution calling a special election for the approval of rental housing developments,for low- and moderate -income, handicapped, and elderly households; and WHEREAS, the City of Colton.has signed a cooperation Agreement jwith the County of San Bernardino for the purposes of participating and cooperat- ing in the federal Community Development Block Grant, of which the County of San Bernardino is the recipient; and 26 111 Constitution; and 27WHEREAS, the City of Colton may choose to participate in the 281!� special election, called for this purpose by the Board of Supervisors of the County of San Bernardino, by adopting this resolution; and
