1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />s <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 I <br />17 <br />18 i <br />19 <br />20 l <br />21 <br />i <br />22 <br />23 <br />24 <br />25 <br />26 I <br />27 1 <br />28 1 <br />RESOLUTION NO. 3878 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON,'CALIFORNIA, ESTABLISHING ITS <br />f STRONG OPPOSITION TO THE LACK OF THE STATE <br />OF CALIFORNIA'S CONCERN FOR THE IMPACT OF <br />STATE MANDATED COSTS <br />WHEREAS, the concept of state compensation for mandated costs was a <br />key provision in Senate Bill 90 which became effective on January 1, 1973; and <br />I WHEREAS, this bill also established property tax limitations on cities <br />i <br />counties, special districts and school districts; and <br />{ <br />WHEREAS, this bill did nothing in regard to the then existing state <br />mandated costs imposed upon cities, counties, special districts and school <br />r <br />districts; and <br />WHEREAS, by the use ofanextensive list of "disclaimers" became a <br />device for the evasion of the original SB 90's intent; and <br />WHEREAS, SB 90 of 1977 reflected the need for additional legislative <br />concern regarding compensation procedures; and <br />i <br />WHEREAS, legislative acts involving cities, counties, special districts <br />and school districts invariably impose additional costs; and <br />WHEREAS, state mandated costs imposed on local governments is in fact <br />a form of restrictions on the use of locally generated funds; and <br />WHEREAS, recent constitutional amendments_ have imposed new property, <br />tax limitations on cities, counties, special districts and school districts; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of theCityof <br />Colton as follows: <br />a. A roll back or complete abolition of previous state decisions <br />mandating actions or imposing cost incurring regulations on <br />local governments. <br />b. That this rollback or abolition include all previous <br />legislation that mandates costs on local governments. <br />
