RESOLUTION NO. 4313 <br />A RESOLUTION OF THE CITY COUNCIL <br />1 OF THE CITY OF COLTON REQUESTING <br />THE FEDERAL GOVERNMENT TO TAKE <br />2 CERTAIN ACTIONS RELATIVE TO RE- <br />AUTHORIZATION OF THE COMMUNITY <br />3 DEVELOPMENT BLOCK GRANT PROGRAM. <br />4 WHEREAS, Congress and the Executive Branch of the United States Govern - <br />5 went is considering the relationship between Federal, State and local govern <br />- <br />6 merit; and <br />7 WHEREAS, historically the Federal Government has only recognized cities <br />8 of 50,000 in population and greater as units of local government for the <br />9 purpose of a direct relationship; and <br />10 WHEREAS, the City Council desires to take a proactive approach in in= <br />3.1 fluencing Federal legislation; and <br />12 WHEREAS the Federal Government encourages the input of local units of <br />13 government; and <br />14 WHEREAS, Cities are the units of government closest to the people; and <br />15 WHEREAS, small communities nationwide have proven their ability to <br />3-6 directly administer Federal funds; and <br />17 WHEREAS, priority setting for the use of Federal funds, once appropriated <br />18 by Congress, should be made at the local level; <br />3.9 NOW, THEREFORE, the City Council resolves as follows: <br />20 lm That Community Development Block Grant funds be allocated directly <br />21 to all units of government including those under 50,000 population <br />22 utilizing the same rationale and formula that currently exists for <br />23 allocations to Entitlement Jurisdictions. <br />24 2.
