1 2 3 4 5 6 7 8 9 10 lI 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 4315 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FOR SETTING TERMS AND CONDITIONS OF PRIVATE HAULERS FRANCHISE FEE BE IT RESOLVED that commencing August, 1983, for the month of July, 1983, the Private Hauler shall pay the City on or before the 20th of each month an amount equal to fifteen percent (15%) of all charges billed directly by the Private Hauler to its customers within the City for the prior calendar month. The Private Hauler shall provide the City with a quarterly report of all billings showing names, locations, class of service, and amount billed. In January of each year, commencing January, 1985, the Private Hauler shall submit to the City a listing of all uncollectible accounts for the previous fiscal year (July 1 to June 30). This listing shall show names, locations, class of service, uncollectible period and amount billed. After verification by the City of these uncollectible accounts, the Private Hauler shall be credited with 15% of the amount. After written notification by the City of the credit, the Private Hauler may deduct the credit from its next regularly scheduled franchise fee payment. The Private Hauler shall submit to the City Manager of the City of Colton an annual financial statement prepared by a Certified Public Accountant showing all accounting details relating to the collection of refuse within the City of Colton by the Private Hauler. Such statement shall be confidential and not available for public inspection without the express written consent of Private Hauler. Said annual statement and reports shall be submitted to the City Manager on or before sixty (60) days after close of the Private Hauler's fiscal year..
