1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />1.5 <br />16 <br />1.7 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOLUTION NO. 4362 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON PROCLAIMING A LOCAL EMERGENCY. <br />WHEREAS, heavy rainfall with resultant runoff has creat- <br />ed an increased flow in the Santa Ana River in Colton and added <br />rainfall is imminent; and <br />WHEREAS, various streets are impassable and railroad and <br />highway underpasses are flooded; and <br />WHEREAS, various public and private buildings and struc- <br />tures are, or may be, undermined or weakened. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />herewith finds and declares that the foregoing constitutes a con- <br />dition of extreme peril and causes an immediate danger to the <br />health and welfare of persons in and near the City of Colton, <br />which commenced on or about August 16, 1983. <br />Pursuant to Government Code Section 8630 the City <br />Cou'lic:il of the City of Colton proclaims that the foregoing con- <br />stitutes a local emergency and proclaims that a local emergency <br />exists throughout the City. <br />THE CITY COUNCIL OF THE CITY OF COLTON further pro- <br />claims, orders and resolves that Phillip D. Elliott, the City <br />Manager, is the Director of Emergency Services and is designated <br />as the authorized representative of the City of Colton for the <br />proposed receipt, processing and coordination of all inquiries <br />and requirements necessary to obtain available State assistance <br />and as the official authorized to promulgate orders and regula- <br />tions necessary to provide for protection of life and property as <br />provided in Government Code Section 8634. <br />IT IS FURTHER PROCLAIMED AND ORDERED that during the <br />existence of said local emergency the powers, functions, and <br />
