WHEREAS, heavy rainfall with resultant runoff has creat- ed an increased flow in the Santa Ana River in Colton and added rainfall is imminent; and WHEREAS, various streets are impassable and railroad and highway underpasses are flooded; and WHEREAS, various public and private buildings and struc- tures are, or may be, undermined or weakened. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON herewith finds and declares that the foregoing constitutes a con- dition of extreme peril and causes an immediate danger to the health and welfare of persons in and near the City of Colton, which commenced on or about August 16, 1983. Pursuant to Government Code Section 8630 the City Cou'lic:il of the City of Colton proclaims that the foregoing con- stitutes a local emergency and proclaims that a local emergency exists throughout the City. THE CITY COUNCIL OF THE CITY OF COLTON further pro- claims, orders and resolves that Phillip D. Elliott, the City Manager, is the Director of Emergency Services and is designated as the authorized representative of the City of Colton for the proposed receipt, processing and coordination of all inquiries and requirements necessary to obtain available State assistance and as the official authorized to promulgate orders and regula- tions necessary to provide for protection of life and property as provided in Government Code Section 8634.
