P , WHEREAS, the City of Colton may designate an Enterprise Zone as defined there within its incorporated area; and WHEREAS, the City of Colton has determined that the area set out on Exhibit "A", attached hereto and incorporated herein by reference ("the applica- tion area") as a depressed area; and WHEREAS, an Enterprise Zone is necessary in order to assist in attract- ing private sector investment to the application area; and WHEREAS, the County of San Bernardino, the County of Riverside, and the Cities of Colton, Rialto and Riverside have agreed to submit a joint pre - application for contiguous areas in their jurisdictions in which process the %No County of Riverside shall be the lead agency. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Colton that the application area is designated as an Enterprise Zone pursuant to State law and that a joint preliminary application be submitted to the State Department of Commerce.
