I <br />Utility adds as a surcharge to retail bills pursuant to the provisions of AB 1890. <br />2 The availability of sufficient public benefits charge funds is a de factor limiter on the <br />annual renewable purchase obligation and compliance with this standard is deemed <br />3 achieved where noncompliance is caused by the unavailability of public benefit funds. <br />4 SECTION 7. Colton Electric Utilityis authorized to <br />purchase the <br />5 environmental attributes or green tickets from a renewable resource, without <br />purchasing the associated energy, to comply with this RPS. Also, catching -up for <br />6 procurement shortfalls and banking excess procurements for credit in the future over <br />as many as three years will be allowed. <br />7 <br />SECTION 8.
