September 24, 2003 Department of Transportation Local Assistance 655 West Second Street, 2 nd Floor (Physical) 464 Fourth Street, 6 1h Floor (Mailing) San Bernardino, CA 92401-1400 Mr. Louis Florez District Local Assistance Engineer CALTRANS DISTRICT 08 ATTENTION: LANA BEALS ANNUAL OVERALL DBE GOAL INFORMATION The amount of overall goal, methodology, breakout of estimated race -neutral and race -conscious participation, and any DBE program updates are presented herein in accordance with Title 49 of the Code of Federal Regulations Part 26, and as described in the Local Assistance Procedures Manual. The City of Colton of the County of San Bernardino submits our annual overall goal information (and any needed updates of our DBE program) for your review and comment. We have established an annual overall DBE Goal of 11.4% for the Federal Fiscal Year 2003-2004, beginning on October 1, 2003 and ending on September 30, 2004. Methodolo-q The City has used methodology provided by CalTrans and approved by SANBAG. Capital Improvement Program (CIP) Project types scheduled for the upcoming year and the availability of the DBE businesses for the upcoming year is consistent with the previous year's calculations. In addition, the DBE Goal of 11.4% was realized for the previous year's CIP Projects, resulting in the City of Colton's decision to set the FFY 2003-2004 Overall Annual DBE Goal at the same rate of 11.4%. Breakout of Estimated Race -Neutral and Race -Conscious Participation. A breakout of estimated race -conscious and race- neutral minority participation has been set at 10.3% and 1.1% respectively.
