Exhibit "B" <br />DBE GOAL -SETTING AND METHODOLOGY <br />FFY 2004-2005 <br />METHODOLOGY <br />STEP 1: Establishing Data Sources <br />To establish the City of Colton's base figure/goal of the relative availability of DBE's in relation to all <br />comparable firms available to participate in the City's DOT assisted contract program for the Federal <br />Fiscal Year 2004-2005, the City elected to use extractions from the following sources: <br />City of Colton Capital Improvement Project Listing <br />U.S. Census Bureau 2001 ZIP Code Business Patterns <br />U.S. Census Bureau 2001 North American Industry Classification System <br />Abbreviations: <br />NAICS North American Industry Classification System <br />The type of businesses considered as "ready, willing and able" are all businesses, including DBE's, who <br />regularly perform, or are capable of performing, any of the various construction or construction -related <br />services included in this fiscal year's qualifying proposed public work projects.
