III to the provisions of Government Code section 66016. 2 BE IT NOW THEREFORE RESOLVED AS FOLLOWS: 3 1. Notice of the public meeting and public hearing at which this 4 Resolution was considered were properly given and all oral and written presentations made to and heard by the City Council were properly considered. 5 2. The cost estimates produced by City staff and considered by the City 6 Council in establishing fees pursuant to this Resolution are reasonable cost estimates for the provision of the City services to which the fees pertain and were made available to the 7 public pursuant to Government Code section 66016. 8 3. There is a reasonable relationship between the fees to be collected for 9 the provision of various City services and the City's costs in providing those services, as 10 identified in the data made available to the public. 4. The fees and fee increases set forth in Exhibit 'A" which is attached 11 hereto and incorporated herein by reference, do not exceed the actual or estimated costs 12 to the City of providing the services to which the fees relate. 13 5. The fees and fee increases are necessary to enable the City to provide 14 the services to which they relate. 15 6• The administrative fines and penalties set forth in Exhibit "B," which is attached hereto and incorporated herein by reference, are necessary to protect the health, 16 safety, and welfare of the residents of Colton by deterring violations of the Colton Municipal Code. 17 7. The fees, fee increases, fines and penalties set forth in Exhibit "A" and 18 Exhibit "B" are hereby approved and adopted as the official fees, fines and penalties of the 19 City of Colton for the public services and violations referenced in Exhibit "A" and Exhibit 20 8. This Resolution shall repeal portions of Resolution Nos. R-129-94, R- 21 71-00, R-80-01, R-37-02, and any other resolutions or portions thereof to the extent that 22 such resolutions or portions thereof are in conflict with this Resolution. 23 9.
