R-134-04 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON INCREASING THE SALARY RANGE FOR THE <br />POSITION OF CHIEF OF POLICE <br />WHEREAS, the City of Colton recognizes the importance of effective and <br />innovative police services in ensuring the safety of Colton's residents, businesses and <br />visitors, and making Colton an attractive and desirable place to live, work, shop, and visit; <br />WHEREAS, the City Council recognizes that the Chief of Police plays an <br />essential part in maintaining the Colton Police Department's status as a first-class police <br />force and working to continuously improve the procedures and performance of the Police <br />Department; <br />WHEREAS, research undertaken by City staff has revealed that the City's <br />existing pay range for the Chief of Police position is significantly below the salaries offered by <br />other cities in the Inland Empire, and may be too low to allow the City to attract and retain the <br />most qualified individuals to serve in this capacity; <br />WHEREAS, the City Manager has recommended that the City's salary range <br />for the Chief of Police position be increased by three percent (3%), and believes that this <br />increase will allow the City to attract and retain highly qualified individuals while keeping the <br />City's salary range below the majority of the cities surveyed; <br />WHEREAS, the City Manager has recommended that the salary range <br />increase be retroactive to September 1, 2004; and <br />WHEREAS, all other legal prerequisites to the adoption of this Resolution <br />have occurred; <br />BE IT NOW THEREFORE RESOLVED AS FOLLOWS: <br />SECTION 1. Based on the entire record before the City Council, all written <br />and oral evidence presented to the City Council, and the findings made in this Resolution, <br />
