A more detailed description of each Public Improvement Project is on file with the <br />Agency Secretary. The City Council acknowledges that the estimated cost of each Public <br />Improvement Project set forth in the right-hand column of the preceding sub -paragraphs is <br />preliminary in nature and is subject to further refinement and confirmation by the Agency, <br />following completion of public works contract bid documents and specifications authorized <br />and at such time as the work of improvement of each specific Public Improvement Project <br />may be commenced. <br />Section 3. The City Council hereby acknowledges that the Planning Commission <br />has also considered the recommendation of the citizen advisory committee for the Rancho <br />Mill Redevelopment Project Area relating to the Public Improvement Projects and that the <br />Planning Commission has in accordance with the provisions of Government Code Section <br />65401 submitted its report to the City Council and the Agency which indicates that the <br />acquisition and installation of each Public Improvement Project is consistent with the General <br />Plan of the City of Colton. <br />Section 4. The City Council hereby finds and determines that construction of <br />public improvements is identified in the 2000-2004 Implementation Plan for the Rancho Mill <br />Redevelopment Project Area as potential capital improvement project improvement projects, <br />which may be undertaken using the tax increment revenues of the Agency within the next <br />five (5) years as part of the redevelopment program to accomplish the redevelopment of the <br />Rancho Mill Redevelopment Project Area and therefore, such projects are consistent with the <br />Implementation Plan. The City Council further finds and determines that the use and <br />application of the tax increment revenues of the Agency, including the available balance of <br />funds of the Rancho Mill Loan, to pay for the cost of each of the Public Improvement Projects <br />will assist in the elimination of one or more blighting conditions within the Rancho Mill <br />Redevelopment Project Area, as set forth in the Redevelopment Plan. <br />Section 5. The City Council further finds and determines that no other reasonable <br />means of financing the installation and construction of any of the Public Improvement <br />Projects are available to the community other than the proceeds of the Rancho Mill Projects <br />K <br />
