1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOLUTION R-38-04 <br />A RESOLUTION OF THE COLTON CITY COUNCIL OFFERING SPONSORSHIP OF SB <br />1575 (SOTO) AMENDING SECTIONS 218, 366 AND 366.2 OF THE PUBLIC UTILITIES <br />CODE RELATED TO EXIT FEE EXEMPTIONS FOR CLOSED MILITARY BASES <br />WHEREAS: Norton Air Force Base was a vital, economic asset to the City of San <br />Bernardino and the surround communities in the Inland Empire, including the City of Colton; <br />and, <br />WHEREAS: Norton Air Force Base was one of the facilities closed by the federal <br />government in the mid -1990's as a result of the cutback in the military budget; and, <br />WHEREAS: Upon the closure, the Inland Valley Development Authority, a joint <br />powers authority, was created to oversee and coordinate the redevelopment of the Norton <br />Air Force Base; and, <br />WHEREAS: The City of Colton is a member of the Inland Valley Development <br />Authority, and as such, has a direct interest to ensure that the former air force base is <br />developed in a expeditious manner so as to again become a economic asset in the Inland <br />Empire and the City of Colton; and, <br />WHEREAS: The City of Colton owns and operates a municipally -owned electric utility <br />that has the capacity and desire to assist with the redevelopment of the Norton Air Force <br />Base by creating incentives to attract new and relocating businesses within the Sate of <br />California; and, <br />WHEREAS: Sections 218, 366, and 366.2 of the California Public Utilities Code <br />include non -by passable exit fees that inhibit and otherwise hinder the ability of the Inland <br />Valley Development Authority to establish the former air force base as a vital contributor to <br />the economy of the Inland Empire and the State of California. <br />NOW, THEREFORE, Be It Resolved that the Colton City Council does hereby resolve <br />and find as follows: <br />Section 1. The City Council does fully support the efforts of Senator Nell Soto to <br />amend existing language in the California Public Utilities Code to enhance the development <br />activities at the former Norton Air Force Base in San Bernardino. <br />
