R-74-04 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON APPROVING THE CITY OF COLTON'S INVOLVEMENT IN <br />A MULTI -JURISDICTIONAL HAZARD MITIGATION PLAN <br />WHEREAS: The Disaster Mitigation Act of 2000 requires jurisdictions (states, <br />counties, towns and special districts) to have a local Hazard Mitigation Plan; and <br />WHEREAS: The Hazard Mitigation Plan is required to be approved by the Federal <br />Emergency Management Agency by November 1, 2004 to be eligible for pre and post <br />disaster mitigation funds as administered by FEMA; and <br />WHEREAS: The Hazard Mitigation Plan requires the City to identify its natural <br />hazards, profile those hazards in detail, assess its vulnerabilities to those hazards, establish <br />hazard mitigation goals and identify projects to aid in the mitigation of those hazards; and <br />WHEREAS: The cost of developing the Plan could be significant; and <br />WHEREAS: Without a Plan approved by November 1, 2004 the City may be <br />exposed to the possible loss of Federal funds following a disaster; and <br />WHEREAS: Joining San Bernardino County and all the cities and towns located in <br />the County has several benefits, including reduced costs, the ability to share resources and <br />expertise, the regional approach to mitigating county -wide natural hazards, and it is <br />recommended by FEMA. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES HEREBY <br />RESOLVE AS FOLLOWS: <br />The City Council of the City of Colton, San Bernardino County, California authorizes and <br />approves the joining with San Bernardino County and every city and town within the County <br />in preparing a multi -jurisdictional Hazard Mitigation Plan to maintain compliance with the <br />Federal Emergency Management Agency's requirements. <br />PASSED, APPROVED AND ADOPTED this 6th day of July 2004. <br />ATTEST: DEIRDRE H.
