I SECTION 1. The City Council hereby adopts the Plan document dated <br />2 September 1, 2003, attached hereto as Exhibit "A" and incorporated herein by this <br />3 reference and its provisions shall be effective retroactively to September 1, 2003. <br />4 <br />5 SECTION 2. The City Council hereby adopts the 2004 Amendment to the <br />6 Plan, attached hereto as Exhibit "B" and incorporated herein by this reference and its <br />7 provisions shall be effective retroactively to January 1, 2004. <br />8 <br />9 SECTION 3. The City Council hereby authorizes the City Manager, or his <br />10 designee, to duly execute the Plan document dated September 1, 2003 and the 2004 <br />11 Amendment to the Plan on behalf of the City. The City Council further authorizes the City <br />12 Manager or his designee to execute future amendments to the Plan that contain only non - <br />13 substantive and/or administrative changes to the Plan. <br />14 <br />15 PASSED, APPROVED AND ADOPTED this 17th day of August, 2004. <br />16 <br />17 <br />18 JA g <br />AA <br />19 Deirdre H.
