EXHIBIT "A" <br />FEES FOR IMPOUNDED VEHICLES <br />Towing Fee - $172.50 <br />At this time, the Police Department does not propose to provide the actual towing of <br />impounded vehicles. The Police Department will continue to utilize private tow vendors that <br />are under contract with the City. The tow vendors will tow impounded vehicles to the City's <br />impound lot and then bill the City for the towing fee. The towing fee charged to vehicle <br />owners is the direct cost billed to the City by the tow vendors under City contract. <br />Storage Fees - $35 for standard vehicles and motorcycles; $50 for oversized vehicles <br />The fees for storage of impounded vehicles are based on the costs for Police Department <br />staff, utilities for the impound lot, security system monthly monitoring fees, and maintenance <br />of the impound lot. The Police Staff Time fee of $40 per hour, previously adopted by <br />Resolution No. R-08-04, is the basis for calculating the personnel portion of the storage fees <br />for impounded vehicles. <br />Police staff time for standard vehicles and motorcycles is estimated to be approximately one <br />half hour per day, or approximately $20 per day. For oversized vehicles, such as motor <br />homes, police staff time is estimated to take approximately three quarters of an hour per <br />day, or approximately $30 per day. Staff time will involve processing paperwork for <br />impounded vehicles (including necessary research to establish ownership of vehicles); <br />updating vehicle inventory; minor maintenance of impounded vehicles, such as inflating tires <br />when necessary, to ensure vehicles can be moved without damage; escorting owners to <br />inspect their vehicles and/or remove personal items from their vehicles; and escorting <br />buyers during weekly auction days. Oversized vehicles are anticipated to take up more staff <br />time because tasks such as tire inflation or other minor maintenance typically takes longer <br />for a larger vehicle. Oversized vehicles are generally anticipated to be equivalent to two <br />standard size vehicles regarding space requirements and minor maintenance. Therefore, <br />the increased cost for staff time regarding oversized vehicles is justified. <br />In addition to Police staff time, the storage fees for impounded vehicles also include <br />recovery of estimated costs for utilities forthe impound lot (electricity, water, sewerservice); <br />monthly security system monitoring fees; and physical maintenance of the impound lot (i.e., <br />fence repairs, light bulb replacements, patching asphalt and repaving when necessary). <br />The estimated proportionate costs for utilities, security and maintenance at the impound lot <br />for a standard vehicles and motorcycles is $15 per day. For oversized vehicles, the <br />estimated costs are slightly higher, at $20 per day. Again, oversized vehicles are essentially <br />equivalent to two standard sized vehicles, so the estimated proportionate cost is greater. <br />Pursuant to the above information, the storage fees break down as follows <br />El <br />
